2007 Parks DCC to be finally addressed in 2011?? Clock is ticking. Don't hold your breath !

Update: At the start of 2011 Parks DCC revenue not realized totaled $537,480 and Counting !!!

 Since Aug 30 there has been 3 NORD meetings with another scheduled Wednesday Oct. 19 at 4 PM. This item has not yet appeared on the agenda and isn't on the Oct. 19 one unless introduced as a last minute item.  There are only 2 more meetings on Nov. 2 & Nov 16 before the election. Hell of a way to run a Popsicle stand.

Don Quixote Note: (8/13/11) After requesting in December of 2010 the status of the Park DCC's  which were passed in December of 2007 and sent off to the Province for approval and receiving no answer or explanation why they had not been implemented or revisited,  Vernon Council (at the last COW meeting on Aug.12, 2011 ) passed a unanimous resolution requesting the NORD Board to deal with this matter as an Agenda item at their next meeting. (Early September).

The last time the DCC's for Parks was changed was in late 2004 and the authorized DCC study and report was completed in the the summer of 2007 and presented by GVSC staff and passed 3 readings by  NORD in the winter of 2007. The DCC's for a single family development were to increase from $2844 to $3644.  (A $800 or 28% increase).  Parks DCC's as shown at Greater Vernon Parks and Recreation District Development Cost Charge (245Kb PDF) have not changed since 2005. What Happened ??? Somewhere between the Nord Board and the Government approval (or revision) the ball was dropped and the approved Parks DCC's were never changed!!!

When would the new DCCs apply?
Staff will report to the GVS Committee on the comments and suggestions received from the public. The Committee and the RDNO will review the proposed DCC rates and comments provided by the community and confirm if they support the changes to the existing DCC bylaw. The Regional District of North Okanagan will then give the DCC Bylaw the necessary three readings prior to submitting the DCC Bylaw to the Provincial Government for approval. It is anticipated this approval will occur in the fall. The Bylaw must receive fourth and final approval by RDNO before the DCC Bylaw is applied. Once finalized, the new rates will apply immediately except for DCCs on subdivisions currently in process. These subdivisions will have one year in which to be finalized before the new rates apply. Possible options for a grace period for in-stream multi-family, tourist commercial and congregate care building permit applications will be considered by the Board prior to the adoption of the new DCC bylaw.
