Coldstream Seeks Water Fund Debate

Coldstream's mayor will be putting a proposal to the Greater Vernon Advisory Committee on a different way to raise money for upgrades to the regional water system. Jim GarlickJim Garlick says council is looking for discussion on generating the funds through general taxation, rather than from user fees. "I think what's needed is to get everyone together, educate the politicians and staff on if this a good direction to go. It's how we pay for our sports facilities because if we depended on user rates alone we wouldn't be able to pay for them." Garlick (pictured) says it's become a problem because once water fees are increased, people cut their usage, leading to declining revenues. "Then you run into problems with how do you budget during the year with declining usage." Supporters of the plan proposed by councillor Gyula Kiss say using general taxation to fund master water plan projects would reward people who conserve water, and discourage excessive consumption.
